Abstract
In order to give fair judgment for the high-tech zones,this paper takes what premier Wen Jia-bao has said,about integrating four parts into one body as the basis to construct an evaluating index system which focuses on the innovation,environment,high-tech enterprises,high-tech industry and intensive economy.This index can also give the standard for the self-evaluation and comparison among high-tech zones.
