College Grassroots Organizations of Academic Research:Problems,Diagnoses and Strategies

The problems that arise in college grassroots organizations of academic research,such as diminished functions,restricted operation,and lack of autonomy,are all attributed to the long-standing old system and its prolonged impact,including the national academic system that leads to separation of research from higher education,the orientation of higher-learning institutions to teaching,the traditional academic hierarchy that puts teaching and research groups as the basic unit,and the centralization-oriented management of higher education that characterizes the planned economy.Therefore,the optimization and innovation of college grassroots organizations of academic research should focus on a fundamental structural reform of these organizations,which means to encourage pioneering innovations in the system and explorations for diversified forms and multiple functions of the organizations,and to provide an excellent and effective mechanism for the greatest academic autonomy and freedom of these organizations.
