On Rule by Law and Harmonious Social Construction

As an effective means of dealing with social conflicts,rule by law become more and more important and it is the most important guarantee mechanism to realize social harmony.The essence of rule by law lies in realizing protection of human right by balancing the interests of social members and maintaining social normal orders.However,rule by law is not the only way and means of constructing harmonious society and many means,like economic,administration and moral,should be used at the same time so as to realize the aim of constructing harmonious society finally with mutual complementation and the best integration.
