Using the Experience of Wenzhou for Reference, Strengthening the Derelopment and Utilization of Talents in the Western Areas

To explore the western areas, human resource is a top priority and the main problem encountered in western areas is the loss, the waste and the lack of talents. The Cultivating Talents Project, Drawing Talents Project and Tapping Talents Project are strategies adopted by Wenzhou municipal government in exploiting talents and they can be used for reference to western areas. Therefore, the measures of exploiting talents in western areas can be taken from the following respects: reforming management system, setting up dynamic talent management concept, increasing the investment in education, introducing the high-level talents in large number, and speeding up the establishment of talents protection law.
