Abstract
Performance management was first adopted by the private sectors. In order to enhance the ruling ability and solve the financial crisis,the western governments introduced the performance management from private sectors. At the same time,the performance management itself has the instrumental rationality and the nature of managerialism,which makes the government deviate from the orientation of public value and causes some contradictions in civil society. The first part of the thesis analyzes the government' s target of performance management,the second part points out the problems of government performance management,the third part summarizes the necessity of government performance management,and the last part puts forward the advice on how to promote government performance management based on the public value.
