Experience and Enlightenment Gained from Foreign Goverments' Performance Evaluation Promotes Public Accountability Mechanism Construction

Government performance evaluation is an important tool for government management reform in the new public management period.It manages to abandon such shortcomings as excessive regulation of bureaucracy,low efficiency,lack of agility and response,which reconstruct the government's public accountability mechanisms.The United States,Britain and other OECD countries have adopted various reform measures to strengthen the government's public liability with the help of performance evaluation system.At present,China should start from its national conditions and government management practice,cautiously learn foreign governments' performance management experience,advocate thepublic standard orientation and the results management philosophy,perfect the government-measurement mechanism,improve the application system of government performance evaluation results,which actively promote the construction of the responsible government.
