Abstract
The scarcity and waste of water resources exist at the same time in China,and the unreasonable water price is one of the key reasons.The water price deviates from utilization cost over a long time,the value of water resources and the degree of scarcity can not be reflected by the price signal,and the inspiritment on intensive utilization of water resources is hard to form as well.Establishment of the reasonable water price range is the precondition of water price reformation.The reasonable water price range should not only be favorable for water saving,but also assure the community fairness.According to the situation of China and the status of water price,the property right of water,the structure,accounting and management of water price should be perfected.
