Strategic Study on Social Mobilization of Public Crisis——Taking the Wenchuan Earthquake as an Example

On May 12,an earthquake measuring 7.8 on the Richter scale struck Wenchuan County,Sichuan Province,which brought great challenge to our emergency management system.The relief work cannot carry out effectively by government only,it also relies on comprehensive social mobilization.Thus how to mobilize social strength is a key factor to enhance emergency management efficiency.The paper tried to focus on social mobilization from stratetigic point of view.
