Abstract
High-tech industry is indisputable the must-have commanding height for every great power.It has direct respect to the country's competitiveness and the status in economy and politics.The author analyzes the good operating environment of the high-tech industry and the poor performance,and deals with the negative factors in the industry's development,including the environment,the scale,the risk investment,the innovation system and the talent resource.And the author also puts forward the development countermeasures.
