How to Avoid the Benefit-oriented Administrative Enforcement

The benefit-oriented administrative enforcement is widespread,which forms a kind of enforcement economy.When government departments ignore public interests and purely pursue department benefit in administrative enforcement,it will result in the abuse of enforcement discretion and rent-seeking power.Based on the specific case analysis,this study proposes some solutions to the administrative law enforcement,including improving the quality of law enforcement,promoting comprehensive enforcement system,perfecting financial security system,regulating the administrative law enforcement procedures,strengthening the administrative law enforcement surveillance system,etc.
