Abstract

Triple Helix Model is another innovation theory, developed by the academia in western countries in the middle of 1990s. Centering about knowledge production and transformation, this theory has brought forward the proposition about Triple Helix of university-industry-government partnerships, whose development is made possible by the intrinsic evolution of each helix. In the model's formation process, there are three levels, namely the etatistic Model, the Laissez-Faire Model, and the Triple Helix Model. The construction of Triple Helix Model reckons on promoting university transformationthe second academic revolution of universities.
