Abstract
This research aims at probing into the developing rules and experience of sports for all and its policy,offers reference for China's development of sports.Policy of sports for all in new China is divided into three phases: theory foundation,destroyed,renewed and rapid developed.The essential of China policy of sports for all is developing fitness programs and strengthen people's physique;sports for all is the basic and key of sports career;sports for all and competition sports should be developed in phase;it should implement different policy in different area,different occupation,different ages and different crowds.The writer finally suggests that it should perfect deeply China's policy of sports for all,and constitute statute of nationwide fitness programs,etc.
