Abstract

There are 7 prefectures , 35 states and 90 counties in Northeastern Inner Mongolian Areas in the Jin Dynasty, it inherited the domain from the Liao Dynasty. The local government divisions in the Jin Dynasty are less than that in the Liao Dynasty after combining some states or counties, and thus the number of cities ought to decrease correspondingly. However, the number of cities in the Jin Dynasty are two times more than that in the Liao Dynasty according to archaeological materials. In addition, the same result can be seen in the changes of population. This explains the relationship between the development of cities and population.
