In our country,community self-government still operates as semi-administrative institution because of too strong administrative strength.Community participation is at the starting stage.This text will link up the public choose and the community manages,then use the theory of public choose,especially principal-agent theory to analyze the community manage,and put forward relevant measures concerning the not work community manages in terms of agent.It points out especially that the government and community relation should be straightened out in order to reach the real autonomy of the community.
