On City Community Reform from the Point of View of City Management

There exists a problem of unreasonable management, weak autonomous management by the residents committee and unclear targetin management with the city community system under the system of planned economy. Therefore reform on the community must be carried outin three aspects: law guarantee, system guarantee and organization guarantee. The basic aim of the community development and the systemof public participation should be clearly stipulated by law and the governmental functions should be changed in order to shift its key emphasisin work . The basic work scope of the community managerial organization should be reasonably set and common rules for the management ofthe community should be worked out.[
