Abstract

Balance theory in international relation field application,have helped to bring about balance system system develops from classical allusion balance to modern balance system.But balance feasible every balance of inherent theory defect system all can not maintain for a long time , lead to the reality that the nowadays there exists in multipolar system ultimately.
