Abstract
With the formation of modern international system,the principle of balance of power as law in the development of international relations and political phenomenon fleshed out increasingly and become an important international relations theory and quite an influent diplomatic strategy.On essentially,balance of power followed two hypothetical propositions naturally or unnaturally,and formatted three explained concepts or hypotheses theories generally including state and function theory,policy and the motive theory and power relationship theory.As typical models in the traditional balance of power,Westphalia system and Vienna system revealed the structural deficiencies and drawbacks of the balance of power theory from one side,that is so-called balancing puzzle.
