Abstract

At present,many activities severely infringing the people's benefits rely on the excuse of protecting public interest since the connotation of public interest is indefinite and vague.To avoid the dissimilation,extensification and apotheosization of public interest,it is necessary to make clear the substantive boundary for the implementation of public interest along with the democratic decision-making process under the frame of constitutional government.
