The Stratagem of Cultivated Land and Food Supplies Security: Storing Food in Land—Raising the Comprehensive Productivity of Land Resource of China

Abstract

The quantity and quality of cultivated land is the basis of food production while the cultivated land security is the key of food supplies security in China. The recent situation of cultivated land security of China is: deficiency in cultivated land resources per capita, finite in reserved resources, disproportion in regional distribution and inevitable decreasing in cultivated land. The food supplies situation of the world allows of no optimism, so the problem of food Supplies of China is the focus of world attention. It is necessary for us to implement the plan of “storing food in land”—improving the comprehensive productivity of land resources in China to ensure the cultivated land and food supply security and ultimately to resolve the problems of keeping food in storage. The main stratagems are as following: protecting cultivated land practically and setting up the national preserved zones of cultivated land, carrying out land arrangement and increasing the use efficiency of land resources,constructing essential cropland and enhancing the yield efficiency of land resources, constituting balance mechanism in sub-section and raising the regional allocation efficiency of agriculture resources, exploiting potential productivity of food resources from all kinds of non cultivated land.
