Abstract
The South to North Water Diversion Project is a major strategic infrastructure which can alleviate water shortage in northern China,realize the rational allocation of water resource,and ensure sustainable development of economic and society.For the specificities of this project,South to North Water Diversion Project Construction Committee of the State Council pointed out that the management of South to North Water Diversion Project Construction will adopt three modes,which are called Direct Management,Construction Agent System,and Agent Management.In order to access a better management for the South-North Water Diversion Project,we will research the advantages and disadvantages of three modes.
