Abstract
In the early period of Qing Dynasty,the management of Tibetan tribes in Qinghai experiences a process from loose to tight.The affair of Luo bu zang dan jin is a watershed of the process.This article mainly probes the management situation of Tibetan tribes in Qinghai from the early establishment of Qing Dynasty to the Yong Zheng ruling years.It thinks that Qing government strengthens the rule of Qinghai Tibetan through the careful management during Yong Zheng ruling years.
