Abstract
Qing Dynasty,took theocratic system after the ruling Qi ng-Zang plateau.The implementation of this policy would help strengthen the juri sdiction of the Qing-Tibet Plateau.But in Qing Dynasty the implementation of th e theocratic system was slightly different between in Tibet and in Qinghai,the article mainly discusses the implementation,role and characteristics of theocra tic system in Tibetan-inhabited areas of Qinghai in Qing Dynasty.
