Abstract

Rural surplus labors flow into cities cosmically with the rapid development of industrialization and urbanization is one common issue faced by every country in the growing phase of industrialization.China is a populous country with less arable land and also a country with farmers comprising the largest part of the country's population.The transferring of Chinese surplus rural labors is always a key issue ofThree Agriculturalproblems(about agriculture-countryside-farmers) since 1980s.By analyzing the status quo of transfer Chinese rural surplus labors,the paper investigates factors impacting and constraining the transfer of rural labors with empirical methods,and recommends policies to promote the transfer of Chinese rural surplus labors.
