Abstract
The paper analyzes the development rule of international shipping center and its resource allocation patterns. Then it studies the experience of London as the most successful shipping center and finds out the deficiencies of Shanghai shipping center through the comparison between London and Shanghai. It also explores the reasons for deficiencies of Shanghai shipping center. At last, it gives some advice of developing resources-allocation-typed international shipping center in Shanghai.
