Abstract

Public participation in the duration of constituting public policy has such complicated factors as causes and background. It has very important function and inevitably affects the enforcing process of public policy. Whereas the practical public participation raises a lot of factual issues and arguments. We should cast a deep thought on these factors so as to further the development of public participation and make out effective public policy.
