After analyzing the current development situations of newly-established local universities, the paper discusses the principles and ways for their positioning and characteristic development , points out that disciplinary and specialty building strategies and approaches are the core of local universities' positioning and development and holds that newly-established local universities should, on the basis of their own development history and current conditions, adhere to the relative advantage principle, determine the prior target of disciplinary and specialty development, value the changing demands for professionals, actively adapt to local economic needs and serve regional economy.
