Exploration and Path Choice of the System Innovation in the Newly Built Local Universities

The newly built local universities are the result of the popularization of higher education.The typical management of local universities is co-management of the province and the local government,while the latter plays the main role.This system helps expand the local governments' management on education,motivate their interest in running local higher education and make good use of the local recourses.However,the unbalanced development of the local higher education is becoming obvious due to the fact that the system itself needs to be improved and the limitation of the local economic level and geographical position.This paper takes Kaili University as the example and explores the scientific system innovation of the newly built local universities.
