On Construction of the Institutional Mechanism in Integrated Development of Urban and Rural Areas

Among factors affecting the urban and rural development,the institutional mechanism is the main barrier.To promote integrated development of urban and rural areas,we must break through such obstacles as registered permanent residence,employment and takeover of land,improve safeguards of urban and rural development and advance urban-rural integration,that is,the integration of urban and rural development planning,resource allocation integration,industrial development and planning integration,infrastructure integration,integration of public service system,integration of the ecological environment,integration of employment and social security system as well as social management integration.
