Problems and Countermeasures of Gansu High-level Scientific and Technological Innovation Talent Team Construction

The high-level scientific and technology innovation talents has become the core competitiveness of countries and areas.Gansu is and underdevelopment region in the West of China,where there are many unfavorable factors in its attraction and cultivation of high-level talents.At the same time it is faced with problems on urgent talents demand for economy transition and high-level talents become key elements of future development.This paper analyzes the present situation in the construction of high-level talent team in Gansu Province,and on the basis of questionnaire survey,proposes the present main problems,i.e.environmental adverse,economic base backwardness,loss of talented people,and unreasonable talents structure,followed by relevant countermeasures and suggestions
