Issues Concerning Urban Transportation Planning Framework

Urban transportation has become more and more important in urban development process. Governments at all levels and all social sectors have paid more attention to urban transportation planning. Improving traffic planning system could contribute to real traffic planning. According to the relevant laws and regulations, based on the reviewing of the development of urban traffic planning, the paper puts forward a two-stage, eight part Traffic Planning Framework. The system involves a detailed explanation of the eight parts that corresponds to urban planning, the main content of the preparation period, organizational and approval procedures and urban areas aimed at building a hot major traffic construction project procedure. Considering of serving the big transportation projects, the paper also concludes the needed work in each stage. Finally, it gives some suggestions to the implementation of traffic planning system.
