AbstrcatThe transitional order in China is the coexistence and conflicts of multiple orders with obvious traces of planning order.The basic characteristics of transitional order is the infringement of regulations which is both the intrinsic variation of the planning order and the main means of market order to break through thebarrierof planning order.It can meet the commonrequirement of both orders.It takes a long time for the market order to replace the planning order,since the major obstacle-therelationorder has already had the tendency of becoming universal.
