The analysis of value of free compulsory education policy will help policy-making more scientific and democratic,and help the implement of policy more effective in practice.The value selection of free compulsory education policy is to protect the right of every school-age children to receive compulsory education equally and promote the balanced development of compulsory education.Free compulsory education policy reflect the priority development of education,education equality and the public nature of compulsory education.The relationship between the strong and the weak,the comprehensive and the phased,the quantity and the quality will directly impact on the effectiveness of policy implementation.
