Abstract
The policy of free compulsory education,which provides a necessary foundation of balanced development to basic education,demonstrates the great improvement of Chinese society,and will have impact on Chinese basic education.However,the unbalanced development among schools between the urban and rural areas will continue to expand to some extent in the near future due to lack of fund and limitation of views on education.Only when the policy of free compulsory education should be enhanced,the system to guarantee the quality of compulsory education should be established,could the balanced development of basic education be ensured.
