Examination from the natural developmental logic of world modernization,the government development and the political modernization have the same development roads approximately;Examination from the historical developmental logic of Chinese modernization,the government development and the political modernization have the different development roads on the process of Chinese modernization in 20th century,for the reasons that the Qing Dynasty Government of 19th century has its own historical development logic and the Chinese modernization has the exogenous,secondarynature and etc.Following the realization of government development′s transformation from the traditional government authorities to individual charm government authorities and legal principle government authorities,the concrete connotation of political modernization correspondingly realizes its transformation from the society mobilization to moral participation and law-ruling advocation.
