The ethnic region's economic development and coastal cities,a growing gap between mainland cities are faced with how to coordinate the development of man and nature,how sustainable development issues.Scientific development concept as a crystallization of collective wisdom of the Chinese Communists as China's economic development,science and strategy,Is bound to contribute a great deal to China's national economic and legal system has in theoretical guidance.
