Several Suggestions to Strengthen Supervision on Administrative Normative Document

Although the administrative normative document is not the formal law resource, it still plays an important role in administrative management. In practice, there are problems in both form and substantive aspects in the making process of the document. Currently, related supervision on it comes from many sides, including the authority, the judicial organ, and the administrative organ, as well as the society, which has benefit and shortcomings at the same time. Focusing on promoting the new requirement of state governance system modernization, many efforts need to be done to form an effective ‘standard' of the administrative normative document, such as the strengthening of authority supervision, the improvement of record examination and administrative reconsideration in administrative supervision, and the attention to social supervision.
