The Definition of Public Interests On Land Expropriation

Because China′s land expropriation institutions do not have a clear definition on “public interests”,various business projects apply for the expropriation of land under the cover of “public interests” and make money at the interest of collective land owners, which bring about the administrative bribery and corruption. Therefore, the present standard of “public interests ”should be reenacted and some basic aspect should be taken into as follows: the purpose the application for expropriation should be on the behalf of public;the project of expropriation should be profitable; the procedure of expropriation should be legal; certain authority should be vested to judiciary to censor the purpose of the expropriation.
