Abstract
The flow of surplus rural labor is a critical strategic issue. How to guide it in an orderly and reasonable way not only affects the process of China's industrialization, modernization and urbanization, but also is the key of solving the problems concerning agriculture, rural area, and peasants, and broadly realizing comparative prosperity.
