Facing many developing problems in newly-built universities,the kernel one that limits essentially the development of the university is the teaching quality.At the present stage,the newly-built university should focus on its own condition,on the basis of respecting the developing rules of higher education,strengthening the transformation of teaching,by teaching rewarding,setting up the famous teacher working office,improving teaching methods,perfecting and bettering teaching management to encourage teachers to improve teaching quality by maintaining the achievements as well as renovation,succession and recreation at the same time.
