Abstract

The rule by law has the dual properties of value goal and means the former of which has shown more realistic significance. The premise of rule by law is the good law itself; the core is power control; the goal is human rights protection and the key is the implementation of law. The construction of law in China must uphold the Party's leadership, the operation control of the administrative power, the guarantee of judicial justice and the construction and cultivation of Chinese law culture.
