Abstract

Non-privatization is the basic principle concerning China's reform direction,a solemn promise made by China at the critical moment,thus the presupposition and the anchoring point in constructing and developing Chinese model.Non-privatization means adherence to co-existence and mutual development of dominantly public ownership and diverse forms of ownership at the same time,as well as to commitment of nationwide well-being.This constitutes both the requirements and characteristics of Chinese socialist system,besides the fundamental needs of China's economic performance operation.Non-privatization itself does not mean sole reliance on public ownership and would not prevent the economical development of diverse forms of ownership,either.It is determined by the primary stage of Chinese socialism and is well proved by domestic and foreign histories.
