Special recidivism is a kind of plot of heavy penalty in Criminal Code and embodiment of synthesis idealism.In order to punish and prevent narcotics crimes effectively,we should understand the constitution of special recidivism and deal with its concurrent problems with plural offense and general recidivism.Just from the viewpoint of feasibility and harmony of criminal norm,and basic value orientation of criminal law,several aspects of special recidivism provision should be completed.
