Abstract
The harmonious development of the urbanization in China is one of the important contents of the constructing of a harmonious society.At present,the urbanization process in china implies some phenomenon of disharmony,which conflict seriously with the concept of harmony——such as fairness,justice,and balance of interests.Institutional factors are the main reasons which cause the phenomenon of disharmony.Therefore,in order to building a harmonious city,the system should be improved at first.Not only some basic systems which can reflect fair rights,equal opportunity,fair rules and fair distribution should be improved constantly,but also some informal systems which caused obstacles during the harmonious urbanization process should be removed..
