The Failure of Diplomacy in Modern China and the Appearance of Professional Diplomats in the Republican China

Based on subjective causes for modern diplomatic failure, such as the shortage in diplomatic talents, poorness in diplomatic knowledge, obscurity in sovereignty sense and discontinuity in diplomatic policy etc, this paper is to inspect the process of diplomatic modernization in China, dexplore the relation between the cause and effect in the formation of professional diplomat group in Republican China and give a general evaluation of the two generations of diplomats in the later Qing Dynasty and in the Repulican China in order to observe quality difference between the both, from which an implication to cultivate contemporary diplomats is desired.
