Abstract

When the first world war broke out,the great powers in the west had no time to invade China and made diplomatic policy to China of Japanese will. The great powers in the west incited Yuan Shi kai to restore to monarchy in order to control Yuan Shi kai's government in the early days of HongXiang Monarch.When Yuan Shi kai was restoring to monrchy ,domestic opposition took place.Japan united the great powers in the west to urge Yuan Shi kai delay monarchy,meantime,stirred up rebellion in China and exerted economical pressure to Yuan Shi kai.The great powers' going back on their words was the key factor which made Yuan Shi kai's government die out.
