The Necessity and Status Quo of and the Path to Realize "Ruling the Party by Party Constitution"

The party is the general regulation for establishing the party, the party and managing the party. Ruling the party by party constitution is not only the logic necessity of the self-construction of the party from party construction by thought to party construction by institution, but also the realistic need for strengthening the leadership of the party during the process of carrying through the scientific outlook on development and building the socialist harmonious society; it is also the radical requirement for unifying the thought and action of the whole party and realizing the goal of struggle of the party. At present, the concept of ruling the party by party constitution has not been rooted into our mind and emphasis is just concentrated on the form in practice, and the working idea has not been harmonized yet. To realize the ruling of party by party constitution really, we must enhance the construction of party regulations and laws based on the party constitution, and boost up the scientific nature of the internal legal system of the party; we must reinforce the nurturance of the sense of party in the whole party, and increase the consciousness of ruling the party by party constitution; and we must do well the work of carrying out the party and improve the effectiveness of ruling the party by party constitution.
