The Logic Necessity of the Development of Marxism Party Construction Theory ——Study Report of 16th National Congress of the Communist Party of China and Enforce New Project of Party Construction

The proletarian party construction theory founded by Marx emphasised on the advancement of the party on organization and objective, without referring to the problem of how to construct under the condition of long term ruling. Lenin developed the party construction theory of the new style Bolshevik Party, and pointed out some important new principles for the construction of the ruling party. Mao Zedong created successfuly a working class pioneer party in a China with a small proletariat member ship and backward economy and culture, and raised the idea of ruling of the “long term co existence and mutual supervision” between Communist Party and the democratic parties in the condition of having entering socialism society. However, his party construction idea in his old age of the “mono” leadership of the Party and the “pioneers of the class struggle” resulted in severe consequences. Deng Xiaoping's “political suggestion” to the third leader's group created the great new project of party construction. What the idea of “Three Representatives” intends to resolve is the problem of how to insist ruling for the people through maintaining the advancement of the Party. It must answer the totally new historic questions referring to the idea of ruling of the Communist Party and the institution of the ruling, thus, it is the logic necessity of the development of Marxism party construction theory.
