Abstract
As the effective way of the establishment of institutional ethics,the institutionalization and legalization of moral has its historical necessity and realistic possibility.Enhancing the establishment of institutional ethics must take effective measures to improve the degree of moral norm and legislation in every domain.At the same time,the institutionalization and legalization of moral has its limitation.
