Abstract

This paper introduces a new planning form, urban investment plan, in an attempt to integrate the investment projects into urban planning to ease the contradiction between the blindness in site selection of projects and the limited urban spatial resources. It examines the connotation, status, necessity of formulation and target of the plan, and studies how to make the plan with the practice of Harbin as an example.
