Planning System Reform in Shenzhen:From Immediate Plan to Annual Implement Plan

Urban planning often cannot effectively direct and control urban development in China,due to the facts that urban planning fails to guide urban planning administration.The mechanism of planning implement should be innovated in order to improve implementability of plan by guiding urban development and construction.As an institutions innovation,Annual implementation plan can not only promote the transformation from aim planto action plan,but also innovate the mechanism of planning implement,strengthening the ragidity of urban planning and space fore-arrangement to guide urban planning administration.On the basis of annual plan' practice in Shenzhen,The thesis made some research on topics such as principle,procedure and main content of Annual implementation plan.Finally,the thesis brings forward that establishing the institutions of Annual implementation plan is very difficult,a series of systems and institutions should be promoted in order to make plan' decision more canonical,democratic and scientific.
